switch-to-application shortcut: Control opens new instance of the app

Leleat requested to merge Leleat/gnome-shell:ctrl-switch-to-applications into main

Follow the behaviour of the favorites dash. Holding Ctrl when activating the shortcut opens a new instance of the app.

Fixes #4129 (closed) and #2724 (closed). (one is a duplicate)

Also partially adresses #1262 since the first half of it the same request. The other half is the same as #2725. So #1262 can probably be closed as well (even though it's technically older than #2725).
