workspaces: Make the window previews extend the wallpapers

Jonas Dreßler requested to merge verdre/gnome-shell:use-all-space-for-window-previews into master

Make the window preview in the overview behave according to the mockups and let them overlap the wallpaper edges or even the dash with their titles.

This MR does what !1670 (merged) did in its first iterations.
