dash: Fixes wrong separator position

Raghuveer Kasaraneni requested to merge kasraghu/gnome-shell:separator-position into main

The separator position takes an active drag placeholder into account, but not placeholders that are currently animating out. As a result, we may end up with the wrong position and one favorite app icon appears to the right of the separator.
