WIP: panel: Drag topmost maximized window

This is a proposed solution for feature request #20 (closed). With this change, dragging from the top panel should start dragging any window that is vertically maximized, regardless of whether it is in focus. This smooths out some interactions involving side-by-side windows, in particular. Of course, this is just my opinion, so needs some design feedback :)
