A round of bugfixes for the OSKs focus tracking

Jonas Dreßler requested to merge verdre/gnome-shell:some-osk-bugfixes into master

A bunch of bugfixes working towards more reliable focus tracking and "shifting up" of windows obscured by the OSK. Turned out to be quite a bit of stuff, so this is the first MR out of two.
