Improve Thai language support for on screen keyboard
This pull request improve the Thai on screen keyboard layout in three ways, separated into 2 commits.
- Add a shift level to the default layout (Fixing #3106 (closed))

Move "ฃ" and "ฅ" key (conforming TIS-820)(dropped) - Add support for ancient Thai characters (an optional part of TIS-820-2538)

I hope the first commit can be merged easily, since it fixes a very important bug for Thai users, and most of the keys are standard.
However, the UI designer may want to review the second commit, since this commit will need the Enter key to be moved and will break the norm of Thai virtual keyboards in handheld devices, but I believe it will look more familiar to Thai users using larger screens.
The third commit may even be more controversial, as those characters are nearly not used anymore, but I believe they should have a place in Thai virtual keyboards, for those who may want to use them.
