Some style fixes for app folders

Jonas Dreßler requested to merge verdre/gnome-shell:folder-fixes into master
  • Fix the popup folders showing only 3 colums when 4 would fit
  • remove the top padding of the grid inside the folder
  • actually hide the overlay scrollbar in folders instead of making it transparent
  • add back the background color for folder icons that was accidentally removed
  • Fix #1901 (closed)
