Background Apps: Keep stopped apps on list until the menu closes
Feature summary
Currently, app entries will be removed from the list immediately after their corresponding app is stopped.
However, the stopping process isn't immediate and takes an arbitrary amount of time, so the user cannot predict when the list will update.
This causes misclicks.
How would you like it to work
Option 1:
When an app is stopped by the user, their entry stays on the list in a "stopped" state.
After the background apps menu closes, the entry is removed from the list completely.
This is used by Android.
Option 2:
Remove the app from the list immediately, and let the real work happen in the background.
This is often used by Apple products.
