Consistent gnome-shell lockup on login on secondary seat (merge request exists)

Bug summary
Any attempt to login from GDM on a secondary (non-VT-capable) seat hangs gnome-shell immediately.
This regression is fixed by !2230 .
Steps to reproduce
Requires multiseat setup.
- Attempt to login from GDM on secondary seat.
- Immediately observe hang during login animation. Seat is unresponsive until reboot.
What happened
Hard hang.
What did you expect to happen
With GDM prior to Fedora 39, login on second seat successfully opened a working user session. Previously, both the GDM session and user session on the secondary seat were forced Xorg. Now GDM supports Wayland sessions on a secondary seat, but due to gnome-shell bug there is a consistent hang.
With merge request !2230 applied, login works as expected (both GDM and user sessions are Wayland sessions).
