Focus on hover breaks Alt+Tab

Bug summary
While focus on hover is enabled, it's impossible to switch window focus with Alt-Tab; focus will stay on the window that has the mouse cursor over it. That's not how the same feature works on Xorg Gnome and is (in my experience) never desired.
Steps to reproduce
- Enable Focus on Hover (Gnome tweaks -> Windows -> Focus on Hover)
- Open any 2 windows
- Hover mouse on one of them
- Try to switch focus to another window using Alt-Tab
What happened
Focus stays on the window with the mouse, no matter how many times I Alt-Tab.
What did you expect to happen
Alt-Tab should have switched focus to the other window and back again. I haven't seen any other window manager enforce focus on hover to this extent, including Gnome Shell on Xorg.
