Logout/reboot/poweroff timeout leaves the session in a broken state, doesn't perform the action

Bug summary
If you click Log Out/Reboot/Power off and don't confirm the dialog, the event should happen after 60 seconds. But it doesn't. Instead, the session is left in a broken state where everything is grayed out and your mouse can't click on anything. You can still use your keyboard, e.g. to active the Overview.
Please note that while usually I've seen the described behavior, I've also seen the system reboot after mouse clicks were sent (a race condition? some invisible dialog that I confirmed?).
Steps to reproduce
- click Log Out/Reboot/Power off
- wait 60 seconds
- see that your screen is still gray, and you can't click your mouse, but can use the keyboard
