Shutdown button not found and can't stop VPN

Bug summary

After few hours I can't turn off the VPN. The OS shutdown button missing. In the Setting in Network session I get error: network not run. But the network running (now I write this report on this notebook).

If I reboot the notebook, working again (logout is not enough, when I relogin the notebook is freezing).
