Consistent DnD behavior across dash and app grid

Currently dash and app grid behave differently for DnD, in particular dragging an icon out of the dash duplicates it, rather than removing it and reflowing the other icons in the dash. In addition to this not feeling as nice as the app grid behavior it's also a bit confusing, especially since you can drag icons between app grid and dash, so you'd expect them to behave the same.
