Changing Primary Display does not trigger "Apply" button

Bug summary
When using multiple monitors, the "Settings / Displays" GUI contains a widget to change the primary display. If I change that setting, I don't see an "Apply" button, nor is the change saved automatically. For the other settings in that panel, changing it does trigger the Apply button.
This makes it harder to change the primary display
A workaround is to change two settings at the same time (e.g. change the displays to Mirror, then change the Primary Display, then click Apply, then change the displays back to Join and click Apply again.)
Steps to reproduce
- Have two monitors connected to the machine.
- Open Settings and click on Displays.
- Change the Primary Display to the other monitor.
- Look for an Apply button.
What happened
An Apply button did not appear when changing the Primary Display.
What did you expect to happen
An Apply button should have appeared when changing the Primary Display.
