Quick settings: double clicking a settings tile arrow expands it in a weird non-modal state

- I have reproduced this issue with Wayland, on a Lenovo Thinkpad T480s with an Intel UHD Graphics 620 GPU.
Bug summary
In the system menu, if I double click an arrow for one of the quick settings tiles, the menu expands but in a strange non-modal state. The other settings tiles are still interactive (instead of greyed out) and there is no obvious way to dismiss the expanded menu.
Steps to reproduce
- Open the system menu.
- Double click the arrow for any quick settings tiles, such as the sound output menu.
What happened
The expected quick settings menu will appear, and be interactive. However, instead of the rest of status menu being greyed out, other items in the status menu are still interactive. This has some unexpected results. For example, the menu that was expanded by double clicking remains visible even after the system menu is closed and opened again.
What did you expect to happen
Instead, double clicking an arrow for a settings tile should probably do nothing.
