When using a touchscreen on a laptop or tablet, icons cannot be dragged to the previous page.

Bug summary
When attempting to drag an icon to the previous page in the shell using a touchscreen, the page will not scroll. The issue does not occur when using a mouse or Wacom stylus. Though the experimental fractional scaling available in Wayland is what is being used, the issue persists when it is turned off, and when using X. Applications can be moved to the next page, but not the previous one.
Steps to reproduce
- Enter the applications view in the shell.
- Scroll to the second page.
- Using a finger on a touchscreen, begin dragging an icon.
- Attempt to move the icon to either the previous page.
What happened
The screen did not automatically scroll, and the icon could not be moved to the previous page.
What did you expect to happen
I expected the behavior to be the same as when using a mouse, where the page automatically scrolls, allowing the icon to be dropped on any page that is desired.
