[Wayland] Gnome-Shell Elements unresponsive to mouse/touch input but app windows still responsive.

Bug summary
I experience a bug where the gnome shell (top bar, launch buttons) are unresponsive to mouse or touch input ( some may consider this mouse freezing ) . The windows I have open are generally still responsive to mouse/touch input though. I usually workaround by logging out via keyboard shortcuts (i.e. super key, type log out, hit enter).
This bug seems to occur about every other day or so.
Steps to reproduce
I'm trying to find a way to reproduce this. In last instance I observed it after waking device up (was disconnected from charger) and couldn't swipe to unlock / reveal on-screen keyboard. Had to use physical bluetooth keyboard to unlock device.
What happened
Lockscreen, Top Nav, Application Icons on Dock (i.e. taskbar) all unresponsive to mouse and touch input.
What did you expect to happen
Above said items should be responsive to user input.
Relevant logs, screenshots, screencasts etc.
Can try to debug with further instruction - filing this bug as it didn't appear as other ones searched, although it sounds like similar-sounding sentiments have been written in the recently archived https://bugs.launchpad.net/ubuntu/+source/mutter/+bug/1181666
