Alt+F2 app launching can bypass parental control settings
Parental control app filter will not affect apps started from Alt-F2.
Tested system:

Steps to reproduce:
- Create a restricted user
- Enable Restrict Web Browsers for this user
- Login as this user
- Type
Alt-F2
