[40] Cannot focus on apps or app bar

Bug summary
App switching and focusing on other apps is impossible. If I click on another app, the focus and thus input is still on the previous app. Same applies to the app bar. Any app clicked in the app bar is just ignored. The old app is still in focus. Moving apps between screens have the same focus issue.
I think both problems are caused by the same thing, hence this single issue.
Steps to reproduce
App switching
- Open 2 apps: app 1 and app 2
- Tab the Super key
- Try to switch to non-focused app 2
- You're still focused on the current app 1
App bar
- Tab the Super key
- Cannot click on any app in the app bar
What happened
- Focus to other app isn't applied
- Clicked app in app bar isn't selected
What did you expect to happen
- Focus to other app is applied
- Clicked app in app bar is selected
Relevant logs, screenshots, screencasts etc.
Clicking on the app bar doesn't do anything, only when the app grid is open. No focus can be applied on the app grid in this state.
Focus on app on the right, clicking on Firefox, focus still on the right app.
Moving apps between screens also have the focus problem. The Terminal app cannot be moved to the screen where Firefox is running.
