Gnome 40 Beta: Secondary Workspaces Scaled Down Too Much

Bug summary
For most of the beta, my secondary, vertical monitor has looked great! It would only scale down the background a little bit, since there was no minimap, search, or dash to cram in. After a the last couple of PRs were merged (yesterday and today I believe?) things have been a bit broken.
I've since discovered that this change was intentional, as this bisect reveals:
But it was visually jarring enough that I thought it was a bug before I knew better.
Steps to reproduce
Build from master with a vertical, secondary workspace, then observe the sizing. I think this is very small!
Run:
git checkout 40.beta
Then rebuild and reload the shell. I think this spacing is much more sensible and doesn't waste my secondary monitor.
I can see a compromise being reasonable here, maybe with const SECONDARY_WORKSPACE_SCALE = 0.90
? I understand it's nice to have things look consistent when you have identical primary and secondary displays, but I feel having this variable set at 0.70
really cripples vertical second monitors.
