Missing animation when switching to window in different workspace from overview

Bug summary
There is a missing animation when switching to an already open window that is on another workspace. I know this issue is not present in Ubuntu 20.04 (Gnome shell 3.36), but is present in Arch with 3.38.4.
Steps to reproduce
- Have two apps open in separate workspaces (browser in one, file manager in the other for example)
- Open Overview
- Click the icon of the app in the other workspace, either in dock or panel (same problem with or without extensions)
- Animation to bring to focus the new app is missing
What happened
I know in Ubuntu 20.04 with gnome 3.36(.4), this problem does not exist. Clicking an app in a different workspace will cleanly animate switching workspaces, and bring the appropriate windows back in from the overview.
On Arch + 3.38.4, this animation is skipped. All you see is the wallpaper of new workspace and no animations. The new window just suddenly appears.
THIS BUG DOES NOT HAPPEN if you:
- Open overview
- Switch to workspace with app you want to switch to
- Switch BACK to workspace you began at
- Finally click the icon of the app, then gnome switches to the workspace with animations perfectly
(NOTE: actually it doesn't even have to be a workspace with the next app on it, if you simply switch workspaces you can navigate to any window without any animation problems)
It seems to me this problem has something to do with gnomeshell not knowing what windows are in the workspace being switched to. The problem occurs with both dynamic workspace or static workspaces.
