Pressing the launch terminal shortcut in activities view launches two terminals instead of one when CTRL modifier is used

Bug summary
Multiple terminal windows appear when the terminal launch shortcut is redefined and pressed in the activities overview. This only happens when a CTRL modifier is used with a non function (F1-F12) key. When an ALT or CTRL+ALT shortcut modifier is used, only one window appears, as expected.
Steps to reproduce
- Set the Launch terminal shortcut in Settings/Keyboard shortcuts to CTRL+`.
- Invoke the activities overview by pressing SUPER once.
- Launch a terminal by pressing the newly set CTRL+` shortcut.
