GNOME looses caps-lock-as-ctrl settings after dock/undock

- 4K display with 2x scaling if that matters.
Bug summary
I always have caps-lock mapped to CTRL. (Sadly, I have to use the tweak tool to accomplish that these days.) However, since updating to Fedora 33, GNOME randomly looses the setting and switches my keys back
Steps to reproduce
- Start up GNOME with X11 (It might be a problem with Wayland as well; I don't know.)
- Use gnome-tweak-tool to switch caps-lock to an additional CTRL.
- Dock/undock the laptop (just plugging/unplugging your keyboard may be sufficient)
- TYPE SOMETHING
What happened
The key-bindings get lost and my caps-lock key becomes a caps-lock again (but, weirdly, doesn't light up the caps-lock light)
What did you expect to happen
Caps-lock should remain an extra control key.
