runDialog (Alt+F2) saves empty commands to history

Bug summary
The “Run a Command” dialog will save empty commands to its history (e. g. if you accidentally press Enter or use it instead of Esc) even though they don’t do anything. This is a slight nuisance.
Steps to reproduce
- Open the “Run a Command” dialog (Alt+F2 by default)
- Press Enter without having entered anything else
- Open the dialog again
- Press ↑
What happened
An empty history entry is restored. You need to press ↑ again to load the “real” last history entry.
What did you expect to happen
The last “real” (non-empty) history entry should have been restored.
