Thai on-screen-keyboard missing shift key

Bug summary
On screen keyboard for Thai language does not show the shift key.
Steps to reproduce
- Go to GNOME settings > Region & Language
- Add Thai language to the input source
- Go to GNOME settings > Universal access
- Activate 'Screen Keyboard' under 'Typing'
- Open gedit, the on screen keyboard should show up
- Change the keyboard language to Thai
What happened
The shift key does not appear.
What did you expect to happen
There should be a shift key, as Thai script requires shift key to input every possible characters.
