PolicyKit prompt doesn't have a user selector

Bug summary
When PolicyKit needs authorization it sends a list of users with sufficient permissions. GNOME unfortunately only shows one of these users, so any other admin is unable to authorize the operation.
Compare with e.g. Xfce which has a drop down list for the user field.
Steps to reproduce
- Configure multiple authorized PolicyKit users
- Log in as a non-privileged user
- Do something that requires authentication (e.g. install a package)
