"Do Not Disturb" setting in gnome-control-center does not persist across sessions

The bug has been reported on https://launchpad.net/bugs/1873692 against 3.36.1

Expected results: When setting Do Not Disturb from the gnome-control-center, org.gnome.desktop.notifications show-banners is set to false and pop-up notifications are disabled. When logging out and back in it is expected that this setting will remain and pop-up notifications will remain blocked.

What happens: On login org.gnome.desktop.notifications show-banners is reset to true and pop-up notifications are enabled.
