Prompt to unlock login keyring sometimes doesn't appear after auto-login

Bug summary
With auto-login enabled, there is a chance that a prompt to unlock the login keyring doesn't appear after login. When that happens, it's also not possible to unlock the login keyring afterwards with Seahorse.
This occurs even with shell extensions disabled.
Steps to reproduce
- Optional: Use GNOME Tweaks to add some Startup Applications that make use of the login keyring, like any apps that use GNOME Online Accounts.
- In Settings->Users, enable Automatic Login for your account.
- Reboot.
What happened
The system will automatically log in to your account (as expected), but sometimes no modal shell prompt appears for entering your login keyring password.
Apps that use the login keyring won't work properly, even if they are Startup Applications that launched automatically.
Opening Seahorse and clicking to unlock the login keyring will hang indefinitely.
What did you expect to happen
The password prompt should always appear.
