Left super and ctrl keys work incorrect in system with two keyboard layouts

Bug summary
I use two keyboard layouts, Russian and English. When i trying to use left control with English layout left ctrl key doesn't work on shortcuts Ctrl-Arrows, Ctrl-C, Ctrl-W and many others, but it works for switching workspaces (Ctrl-Alt-ArrowUp/Down).
Right ctrl works correct in English layout.
Also didn't work left super key for entering overview, but works with Super-S hot key (english layout).
When i switching keyboard layout to Russian all keys work correctly.
When i switching layouts order in settings (English layout first, Russian second) and reloading gnome shell [Alt-F2 + r] all works fine in English locale, but didn't work on Russian.
Steps to reproduce
- Add two keyboard layouts in gnome settings, for example Russian first, English second
- Reload gnome shell via Alt-F2 r
- Switch to English layout
- Use left Ctrl-C to copy text
