Super+Tab + right/left arrows move betweein apps in a reverse way in Hebrew (RTL)

Bug summary
Switching between windows by keyboard-shortcuts in Hebrew happen in a reverse way than the key on the keyboard. Shift+Tab+← move to the right instead of the left. Shift+Tab+→ move to the left instead of the right.
Steps to reproduce
- Open GNOME on Hebrew (or any RTL languages) local
- Open a few apps (more than 3 windows)
- Try to switch windows by keyboard: Press Super+Tab, hold Super down (leave Tab) and than press on the left ← and the right → arrows.
What happened
The Super+Tab+←left arrow cause moving to the right.
The Super+Tab+→right arrow cause moving to the left.
What did you expect to happen
The Super+Tab+←left arrow cause moving to the left.
The Super+Tab+→right arrow cause moving to the right.
