Login screen randomly reverts my default keyboard layout to en-US

Bug summary
When I turn on my laptop, on the GDM greeter screen the keyboard layout that's selected is en-US, instead of my default preference (fr-bépo). This happens randomly (i.e. sometimes my preference is respected, sometimes it isn't).
Steps to reproduce
I don't know how to trigger the issue reliably, but I often observe it when cold-booting my laptop in the morning. I usually notice that the keyboard layout isn't the one I expect after a failed login attempt, because I typed my password with the wrong layout.
Misc
I initially reported this bug in Ubuntu against GDM, but Daniel re-targeted it at gnome-shell, stating that « The GUI and input is handled by the gnome-shell process. Although the root cause of this bug might be in mutter, ibus or elsewhere. ». So this requires further investigation to nail down the cause of the problem. I'm happy to provide further information and to help debug the issue.
