Vertical dual monitor setup breaks overview and apps menu if primary monitor on bottom

Bug summary
I have had my computer set up in a way where I have two Full HD monitors on top of eachother for a while now. Recently I started experiencing a bug on GNOME Shell where the activities menu scales down to a miniscule vertical height on the screen - about one eighth of the screen's vertical space is being used. This leads to the window overview being shown at a tiny scale, so tiny that it is unusable, as all you can do is close apps, not open or move them. Searching for apps has a similar effect. Searching for apps makes only half of the top row of icons show up, and the scroll bar on the right is extremely short. This only happens when the monitors are vertically on top of one another and the primary monitor is set as the bottom one. Any other arrangement (Secondary on left, right or bottom) does not cause this bug to show.
Steps to reproduce
- Set up a dual monitor setup with the displays on top of each other
- Set the bottom monitor as the primary one
- Use the activities menu by pressing the super key or clicking the activities button
What happened
App overview / activities menu shows up using only a fraction of the screen's vertical space, causing it to run at a tiny scale that makes it unusable.
What did you expect to happen
Activities menu should fill up more or less the whole screen, show several rows of icons and have space for lots of windows in the main page without having issues with scaling or too small windows
