Orca does not read check box label in access dialogs.

Fedora 32, GNOME shell 3.36.0 with Xorg.
Bug summary
When focusing the key unlock check box in the SSH key access dialog, Orca does not read the label of the check box.
Steps to reproduce
- Start a fresh GNOME session.
- Open a terminal, and SSh to another system that uses public key authentication.
- Press tab when the unlock dialog appears to focus the check box to automatically unlock the key in the future.
What happened
Orca tells the user that they are a on a toggle button, and the current state, whether that be pressed or not pressed.
What did you expect to happen
Orca should read the label of the check box, and inform the user that the current focus is on a check box.
