"Screen Lock disabled" notification appears on every log-in.

Bug summary
When not using GDM a "Screen Lock disabled" notification appears on every single log-in, even if all Screen Lock related functionality was deliberately disabled. Users who choose not to use GDM should not be presented with such notification every time they start the GNOME Shell. There should be an option to ignore it in the future.
Steps to reproduce
- Start GNOME without GDM
What happened
The notification repeatedly appears after every consecutive log-in.
What did you expect to happen
The notification should offer a "don't show this again" option.
The notification should not appear when disable-lock-screen
in org.gnome.desktop.lockdown
is set to true.
