Scrolling problem in user selection on touchscreens

The scroll bar that appears on the login screen does not work properly on touch screens.(when we want to select a user below the user list, we cannot select)

GDM login screen is not touch compatible when scrolling.

We are using gnome 3.30.2 (debian buster) version.

Tested with the following versions and the problem continues;

• Debian bullseye gnome-shell 3.38
• Debian testing gnome-shell 41.3
• Fedora 35 gnome-shell 41
