workspace-indicator: Overhaul prefs widget

Inline toolbars are an outdated UI pattern, and both the toolbar widget and the inline styling have been removed from GTK4. Making sure the extension doesn't get in the way of a future GTK4 port is a good excuse for modernizing the UI, so do just that :-)
