power: Add x-gnome-privacy-scope hints to power notifications
gnome-shell has recently gained the ability to selectively show the descriptions of notifications on the lock screen, if they don’t contain any personal data. Take advantage of that with the power notifications, which almost universally refer to system-wide state rather than per-user state.
