Volume adjustment sound effect not playing for every volume key keypress

Bug summary
When adjusting the volume with either the keyboard media keys or scrolling on the panel indicator, the volume-adjustment sound effect is not played every time a key is pressed or the wheel is scrolled. Instead, it seems to be rate-limited to once per second.
Steps to reproduce
- Adjust volume to about half
- Alternately press the volume up and volume down keyboard media keys
- Notice the volume-adjustment sound effect is only played ~once per second, instead of on every keypress.
What happened
Volume-adjustment sound did not play on ever press of the media keys or scroll of the mouse wheel.
What did you expect to happen
That the sound effect plays every keypress and every scroll of a scroll wheel. For pixel-perfect scrolling with a trackpad I don't know what I expect, but whatever it was doing on 3.34 was non-jarring enough that I don't remember it. Maybe scrolling with the wheel shouldn't make sound either, but it's pretty jarring for only some keypresses to do so.
