wwan: Implement saving SIM PIN to keyring

Mohammed Sadiq requested to merge pksadiq/gnome-settings-daemon:wip/sadiq/wwan-libsecret into master

And use it to unlock the SIM when available

This shall be used to autmatically unlock SIM only if we have at least 3 tries left to unlock.

Add libsecret-devel to dependencies seems not fixing CI, may be the CI image has to be rebuilt.
