keyboard plugin cannot be disabled so we cannot use any other input method than ibus

Since https://github.com/GNOME/gnome-settings-daemon/commit/caf51f50f332aabe7af77f9641ac288dd88af553 , we cannot disable the keyboard plugin, and therefore cannot use a different input method from ibus. This has led to imsettings in current Fedora releases not working any more:

We have been receiving user complaints in the local community for a while.

Is there a walkaround now? Or is there a timeline for a new way to start individual plugins including keyboard? Thanks.
