Support persistent headless sessions

This fixes the 4th item of #180.

A new handover will be triggered when GDM updates the remote-id of a RemoteDisplay.

It has been needed to add RestartHandover signal on handover interface.

A more detailed description of the mechanism can be found in the 3rd commit.

This depends on gdm!249 (merged).
