	Call xstuff_set_wmspec_state_hints ()

	* xstuff.[ch] (xstuff_set_wmspec_state_hints):
	New function to set the WMSPEC hints for the panel
	SKIP_PAGER, SKIP_TASKLIST and STICKY.
