properties-dialog: applet list with remove, about and help actions

This adds a new tab to the applet properties tab. This new tab presents a list of all applets that are currently added to the panel, grouped by left, center and right positions. The user can remove applets and use the kebab menu (three dots) to access About and Help actions for the applet:
