build: Switch to appstreamcli for validating appdata

As appstream-util is part of appstream-glib which is deprecated Also took the opportunity to disable tests requiring network (eg, validating screenshots) which would fail inside sandboxed builds

Should fix the CI & make the app appear in gnome-nightly repo
