Switch to libgweather4

It looks like gnome-maps is the only thing still using the old libgweather in Debian.

This was mentioned in #353 (closed) but I'm splitting it off to a separate issue in case it can be handled without the full GTK4 switch (distros may want to cherrypick this commit before GNOME 43 if it's not too invasive).
