Ask user for confirmation when opening large KML/GeoJSON files

Description

Opening really large layer-files will stall Maps for some time and might not give a very nice interaction experience. We should ask a user if they really are sure before loading large files.

What should be the cut-off limit? Perhaps 20Mb?
