Add Transit Plugin for Chicago

I was looking to add Chicago transit (https://www.transitchicago.com/developers/).

#164 (comment 608171) mentions that public transit for Gnome Maps has been rewritten to utilize third-party services but #256, also, mentions that documentation for this process is still unwritten.

I was hoping to discern how to go about enabling Gnome Maps to utilize the CTA API?
