Build tools: don't force showing the bottom panel

Description
When a build tool is run, the bottom panel is shown. But it can be a bit annoying to always hide the bottom panel after a build tool has run, to have more vertical space for the text.
So it would be better to show the bottom panel just in case of errors.
But for the first experience of latexila, the bottom panel should be displayed so it's clearer to the user.
There are several solutions:
- Add a setting in the preferences dialog.
- When closing the bottom panel, show a message to ask if the setting should be enabled, with a checkbox to not show the message again.
- Do not show the bottom panel if there are no errors, even for the first experience. Instead, add an arrow or icon in the statusbar to show the bottom panel. When a warning or badbox occurs (if they are shown), the icon would be different. The statusbar can also contain some text with a summary "N badboxes, N warnings, etc".
It can be worth analyzing how it works in other LaTeX editors, like Texmaker and Kile.
