Kiosk first start of a system is displaying the welcome screen, and it can also open other windows.

Bug summary
after a fresh install of the above OS with kiosk and a minimal gnome installation, auto-configured to auto-login in gnome kiosk mode,
the first start it display the welcome screen of Ubuntu.
Steps to reproduce
- install a ubuntu server minimal
- install ubuntu-desktop-minimal and gnome-kiosk
- have an empty gnome-kiosk script
- reboot and log-in the first time with a user in gnome kiosk-mode (this should be suffice, otherwise set an autologin for a user then reboot)
What happened
It shows the OS welcome screen: "Welcome to Ubuntu 24.04 LTS!" This shouldn't happen.
Furthermore on that welcome screen clicking on change log open a firefox instance and go to a URL. This definetely should not happen as it is not a single app fullscreen mode.
What did GNOME Kiosk do that was unexpected?

What did you expect to happen
do not show the OS Welcome screen. do not open any application/program/script except the only gnome-kiosk script.
