Integrate network auth dialog

Description
When the user connects to a protected WiFi network in g-i-s, the dialog for the authentication belongs to the Shell, and thus does not pick up the language that the user might have chosen in g-i-s. This represents a UX problem because the user may not speak the language that the shell originally had.
Discussing this issue with hadess on IRC today he has suggested that we implement the UI for network auth in g-i-s and g-c-c, not only fixing the mentioned issue in the former component but also providing a better UX by having dialogs that look like they belong to the applications.
The Design team however has a say in this and, upon confirming the plan, we need the mockups/instructions on how the UI should be.
